Emilia-Romagna: grants for solar carports

Solar carports for SMEs: up to 35% of eligible costs, or 40% with a bonus, capped at €100,000.

Deadline:

Emilia-Romagna is supporting SMEs that install solar panels on carport structures over parking spaces to supply their activity on the same site. The scheme has a €3 million budget.

Who can apply

Individual small and medium-sized businesses of any legal form need an active operating site in Emilia-Romagna recorded in the business register. The site and parking area must be at the applicant’s disposal when applying. Primary agricultural production, fisheries and aquaculture are among the exclusions. Valid natural catastrophe insurance is required.

Eligible projects and costs

A project must include solar panels on a carport covering an existing parking area, or a new parking area on already sealed land. The supporting structure, optional battery storage, essential building work, grid connection and specified technical costs are eligible within the call’s limits. Panels solely on a building roof do not qualify under this scheme.

The system must be below 1 MW. Estimated annual generation must not exceed the site’s annual electricity consumption, based on supply points held by the applicant. The energy assessment uses twelve consecutive months of data between 1 January 2025 and the application. The minimum investment is €70,000 excluding VAT.

How much

The grant covers up to 35% of eligible costs, or 40% where one of the specified bonus conditions applies, such as a voluntarily appointed energy manager or EGE, ISO 50001 for the site, eligible locations or a legality rating. The cap remains €100,000 per business, and each business may submit one application. Projects are assessed and ranked.

What the application needs

  • An energy assessment signed by a qualified professional, covering consumption, supply points, design and financial analysis.
  • Plans and dimensioned drawings on a cadastral base, a technical report and itemised cost estimate.
  • A grid connection quotation request, cadastral record and proof of access to the parking area; the owner’s consent if applicable.
  • An MP4 video of up to three minutes explaining the business and project, plus the required declarations and environmental documents.

Irreversible purchase commitments made before applying may make costs ineligible, subject to the call’s preparatory work exception. Missing mandatory attachments cannot be supplied after submission.

Dates

Apply through Sfinge 2020 from 10:00 on 30 September until 13:00 on 16 November 2026, Italian time. The region moved the original 15 November deadline.

First check

Before paying for design work, check the operating company, electricity supply points, right to use the parking area, annual consumption and usable surface.
